The University of Washington's Applied Physics Laboratory is seeking a Manager - Special Security Officer (SSO).

Responsibilities:
Presidential Executive Order 12829 establishes the National Industrial Security Program (NISP) for U.S. Government contractors who require access to classified national security information. The University of Washington is one of approximately 11,000 Department of Defense contractors that are covered by federal statutes, policies, regulations, and guidelines that implement the NISP. The majority of classified research conducted at the University occurs at the Applied Physics Laboratory (APL). APL is a Department of Defense designated Navy University Affiliated Research Center (UARC).

The Manager - Special Security Officer (SSO) position is contractually mandated by the United States Navy and the Naval Sea Systems Command (NAVSEA). This contract requires an APL NAVSEA-designated Science and Technology Intelligence Officer (STILO) and an Office of Naval Intelligence (ONI)-designated Senior Intelligence Officer (SIO) for the Laboratory. The SSO will report directly to the STILO/SIO.

Under direction of APL's STILO and in coordination with the University's Facility Security Officer (FSO), the SSO will direct and control all aspects of APL's security program operations, including but not limited to policy recommendations, APL security operations, APL information management, APL physical security, administrative staffing for APL security, APL security program compliance monitoring, and APL security training, and other security issues as assigned.

Detailed Responsibilities:
The APL SSO serves as the executive security supervisor for APL and develops, installs, and manages APL's security program, including: the drafting of APL security policy for working with Special Compartmented Information (SCI) - and Special Access Program (SAP)-related material. This work will comply with federal law; national security policies, regulations, and guidelines; contractual requirements, and University policy. In coordination with the FSO, The SSO will prepare and implement APL security policy compliant with applicable regulations with concurrence of the APL STILO for the APL Director. The SSO will define and manage APL procedures for use, storage, marking, retention, and final disposition of all levels of SCI- and SAP-related material and has responsibilities for material/information ranging from Controlled Unclassified Information (CUI)/export-controlled material to the nation's most protected Classified Information. The SSO will supervise the execution of all internal security disciplines required for the daily operation of any future Sensitive Compartmented Information Facilities (SCIFs); lead in the development, implementation and monitoring of policies, instructions, procedures, control systems and methods for delegation and exercise of classification and declassification authority; develop classification guides, document marking, safeguarding, and procedures for use of SCI and SAP information; assist in the conduct of background investigations; perform personnel adjudication functions; manage personnel access controls and physical storage and control; develop APL-specific SCI/SAP/GENSER security education; track, monitor, and continuously improve Laboratory use, storage, and protection of security and CUI information and materials; and supervise transmittals, transfers, downgrades, and destruction of classified/CUI information. The SSO will serve as APL's security lead when modifications, construction, repairs, and maintenance of the Laboratory's physical plant occur; and coordinating with the STILO and FSO, leads/assists in the investigation of APL facility violations (with the STILO); and serves as APL's STILO/SIO alternate for NAVSEA/ONI matters. The SSO will update APL security policy and procedures as government rules and contracts evolve and on a daily basis, direct APL researchers and staff in the interpretation and implementation of security and CUI requirements and procedures and apprise individual Principal Investigators of the specific security requirements associated with their classified contracts and tasks.

The SSO will also independently define and manage APL special security procedures, including procedures related to SAP and SCI personnel access authorizations, Special Access Program Facilities (SAPFs) and Sensitive Compartmented Information Facilities (SCIFs) construction and access control, technical and emanation security countermeasures (TSCM and EMSEC), and operations security (OPSEC). Further, the SSO will define and implement automated systems to support special security procedures, such as tracking SCI- and SAP-related security activities, material, personnel, equipment, and workspaces; define and implement procedures to fully account for the location of and access to classified SCI- and SAP-related material; and investigate and report occurrences of loss, compromise, and suspected compromise of classified information to the STILO and FSO.

The SSO will manage all aspects of APL functional security, involving classified and unclassified network security (including SIPRnet), collateral and special classified computing, collateral and special physical security, and collateral and special personnel security. The SSO will supervise staff who provide support for these functions; Laboratory transportation logistics (including Shipping and Receiving security which may include export/import control security); develop and manage the annual security budget; review and approve all expenditures; supervise security and related staff.

The SSO will manage and perform APL special security program audits, including annual government audits as well as ongoing internal audits; assist with annual government audits and internal audits of the collateral classified security program; continuously monitor counterintelligence indicators; and report results of internal and external audits, as well as all counterintelligence indicators, to the SIO/STILO and the FSO. In addition, duties will include preparation for and coordination of federal inspectors; development and coordination of corrective actions and counterintelligence countermeasures.

The SSO will lead and manage the APL Special Security Education and Awareness Program (SSEAP); coordinate with government program security officers (GPSOs) regarding content for indoctrination and exit briefings, as well as annual refresher training. Further duties include tracking of education and awareness training content GPSO review.

For the Laboratory, will determine the content of the APL security database, including specification of personnel database interface functions; updates content as necessary.

The SSO represents the APL Director at the highest levels of the U.S. government security programs and the University in APL security matters (coordinating with University FSO). Accordingly, in addition to the specific requirements for this position listed below, the following competencies define a successful applicant for this position:

Requirements:
  • Bachelor's degree and seven years of progressively responsible experience in a defense contractor classified security program.
  • Significant knowledge of and experience working with policies of SCI- and SAP-related security controls, including: the National Industrial Security Program Operating Manual (NISPOM), the NISPOM Supplement and/or the DOD Overprint to the NISPOM supplement; and national Intelligence Community security directives.
  • Significant knowledge of federal and local privacy statutes, export regulations, and DOD industrial security regulations and guidelines involving both classified and CUI matters.
  • Demonstrated ability to work independently, make critical decisions, and work effectively with all levels of organization staff.
  • Ability to obtain and maintain a DOD Top Secret clearance; ability to obtain and maintain eligibility for SAP; and SCI activities.
  • Effective written and oral communications skills.
  • Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
Desired:
  • Masters or higher degree in management, national security affairs, a scientific/technical field, or other appropriate specialty.
  • Previous military service as a commissioned officer.
  • Successful completion of the Defense Security Service FSO Program Management Course.
  • Knowledge of Director of Central Intelligence Directives and the NISPOM Supplement.
  • Understanding of security compliance programs at a research university.
Condition of Employment:
This position requires a flexible work schedule and the SSO's normal work schedule may often extend beyond normal University business hours (8 am - 5 pm). The SSO must be available to rapidly respond to security alarms during all hours. Work beyond the normal 40-hour week, including evenings, nights, and weekends, may be required.
